The Teachers Service Commission (TSC) has ushered in a new era for educators with the signing of an addendum Agreement to the 2021-2025 Collective Bargaining Agreements (CBA).

This groundbreaking agreement involves collaborative efforts with key teaching unions, including the Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET).

The revamped remuneration structure is set to roll out in two phases, commencing from July 1, 2023, with the second phase scheduled for July 1, 2024, for teachers in service at that time.

Who Does It Apply To?

The ripple effect of these changes is felt by all teachers currently employed by the Commission and actively serving as of July 1, 2023.

This includes a broad spectrum of educators, ensuring a comprehensive impact on the teaching workforce.

Incremental Dates and Transition

For teachers transitioning into the new salary scales, the agreement ensures the retention of their current incremental dates.

However, an essential clarification notes that if the incremental date falls on July 1, 2023, teachers will receive their annual increment based on the existing salary scales before seamlessly transitioning to the new salary points from the same date.

Annual Salary Increment Continues

The commitment to the growth and recognition of educators remains unwavering.

All teachers will continue to receive their annual salary increments in accordance with the Code of Regulations for Teachers (2015), providing a consistent acknowledgment of their dedication and service.

Grading & Salary Structure

Maintaining transparency and clarity, the grading structure and designations outlined in Table 1 will remain.

Additionally, the revised salary structure and conversion tables, as presented in Tables 2-12 attached to this Circular, bring a refreshed perspective to the compensation landscape for teachers.

House Allowance For Teachers

Recognizing the diverse geographic landscapes in which teachers serve, the house allowance rates are categorized into four clusters:

a. Cluster 1: Nairobi City

b. Cluster 2: Mombasa, Kisumu, Nakuru Cities, Nyeri, Eldoret, Thika, Kisii, Malindi, and Kitale municipalities.

c. Cluster 3: Other former municipalities.

 d. Cluster 4: All other areas.

While the house allowance rates for Clusters 1, 2, and 3 remain unchanged, Cluster 4 undergoes a phased review.

The first phase, incorporated into the August payroll, comes with arrears backdated to July 1, 2023.

The second phase is slated for payment on July 1, 2024, completing the comprehensive adjustments.

6. Other Allowances

The commitment to educators extends beyond the basic salary components.

All other allowances, diligently outlined in Appendix B, will persist where applicable.

This holistic approach ensures that teachers receive due recognition for their multifaceted roles and responsibilities.
