TSC Unveils Exciting Changes in Teachers Allowances and Salaries
In a groundbreaking move on August 28, 2023, the Teachers Service Commission (TSC) inked an addendum Agreement to the 2021-2025 Collective Bargaining Agreements (CBA) with key education unions.
This agreement marks a significant shift in the remuneration structure for teachers, set to be implemented in two phases, beginning July 1, 2023, and culminating on July 1, 2024.

Implementation of Phase 1: What You Need to Know
The TSC’s commitment to improving the welfare of teachers is evident in the phased implementation of the third remuneration cycle.
The first phase, effective July 1, 2023, will bring about changes that directly impact the financial well-being of educators across the nation.
It’s important to note that the second phase is slated for July 1, 2024, and will apply to teachers in service at that time.
Who Does This Apply To?
If you’re a teacher employed by the Commission and are in service as of July 1, 2023, the new circular directly affects you.
It’s essential for every teacher to be aware of these changes and how they will influence their financial landscape.
Incremental Dates Simplified
For teachers transitioning to the new salary scales, the good news is that you retain your current incremental dates.
In cases where your incremental date falls on July 1, 2023, you’ll receive your annual increment on the existing salary scales, followed by a seamless conversion to the new salary points, also effective from the same date.
Annual Salary Increment: Business as Usual
The TSC assures teachers that the annual salary increment, a crucial aspect outlined in the Code of Regulations for Teachers (2015), will continue to be in force.
This means that amidst the changes, the customary annual salary increments will be maintained, offering financial growth to educators.
Grading & Salary Structure: What Stays and What Changes
The grading structure and designations, as detailed in Table 1, will remain consistent.
However, teachers will encounter alterations in the salary structure and conversion tables, clearly outlined in Tables 2-12 attached to the circular.

House Allowances: A Closer Look
House allowances, a critical component of a teacher’s compensation, will see adjustments based on geographical clusters.
Nairobi City constitutes Cluster 1, while Cluster 2 encompasses cities like Mombasa, Kisumu, Nakuru, and various municipalities.
Cluster 3 includes other former municipalities, and Cluster 4 comprises all other areas.
Cluster 4’s house allowance rates have undergone a review, set to be implemented in two phases.
The first phase is already in effect, reflected in the August payroll with arrears dating back to July 1, 2023.
The second phase is scheduled for July 1, 2024, completing the adjustment process. Detailed house allowance rates for each cluster are conveniently outlined in Appendix A for easy reference.
Beyond House Allowances: Additional Benefits
While house allowances take center stage, it’s crucial to note that all other allowances will continue to be disbursed as per their respective regulations, as specified in Appendix B.
