Breaking Down the TSC Circular on CBA Implementation: A Comprehensive Guide
A significant milestone was reached as the Teachers Service Commission (TSC) inked an addendum Agreement to the 2021-2025 Collective Bargaining Agreements (CBA) with the teachers’ unions in Kenya.
This transformative agreement ushers in the implementation of Phase 1 of the third remuneration cycle for teachers, reshaping the landscape of teacher compensation.
Phase Implementation and Dates
The remuneration adjustments are set to unfold in two distinct phases, with the initial wave taking effect from July 1, 2023.
The subsequent phase is scheduled for July 1, 2024, applying to teachers in service at that juncture.
This phased approach is designed to ensure a smooth transition while providing teachers with the necessary time to acclimate to the new structures.
Applicability
The circular, a crucial document in this paradigm shift, is applicable to all teachers under the employ of the Commission and actively serving as of July 1, 2023.
This inclusivity underscores the widespread impact of the remuneration adjustments across the teaching fraternity.
Incremental Dates and Annual Salary Increments
Teachers transitioning to the new salary scales will retain their existing incremental dates.
However, those whose incremental date coincides with July 1, 2023, will receive their annual increment based on the current salary scales before transitioning to the new points on the same date.
The annual salary increment framework, outlined in the Code of Regulations for Teachers (2015), remains unchanged.
Grading, Salary Structure, and Allowances
The existing grading structure and designations, as outlined in Table 1, will persist.
Simultaneously, the new salary structure and conversion tables, detailed in Tables 2-12 within the circular, provide a comprehensive guide for teachers navigating these changes.
House Allowances
The circular categorizes house allowance rates into four clusters, tailoring compensation to different geographical areas.
While the rates for Clusters 1, 2, and 3 remain unchanged, Cluster 4 has undergone a phased review.
The first phase, incorporated into the August payroll, includes arrears backdated to July 1, 2023.
The second phase is scheduled for July 1, 2024. These rates are meticulously detailed in Appendix A.
All other allowances, aptly documented in Appendix B, will persist as applicable.
